Pierluigi Collina, chairman of the FIFA Referee Committee, explained to ESPN why seemingly excessive amounts of time are being extended to the end of halves:

“When discussing lost time in a game, we need distinguish between time squandered because of the game and time wasted intentionally by players. “The greatest amount of time is lost due to the match,” stated Collina.

“What we have already done in Russia, as you may recall, is to calculate the time compensation at the end of each half with greater precision.

We told everyone, “Don’t be startled when the fourth official raises the electronic board with a large number on it: 6, 7, 8 minutes.”

Goal celebrations are also factored into the calculation of stoppage time.

“Imagine a half in which three goals are scored,” Collina continued. “The celebration often lasts one minute and a half. Therefore, with three goals to score, five or six minutes are lost.

Outside of the World Cup, it is customary for each half’s stoppage time to be fewer than five minutes.

The exception is a significant injury that necessitated extensive recovery time. However, the World Cup is unique.
